console keyboard layout

hi,
I'm trying to add italian locale to my build, for the console and for
X11 but I can't include a working keymap. 
I tried putting "kbd" in my image but I didn't found any way to retrieve
a complete italian layout. The only way I found was a dumpkeys of my
Ubuntu box, but there are a lot of missing keys.
 
I included keymaps and keymap-locales but I just obtained a
placeholder.map in /etc
 
Also xkb for X11 is not included into the image, and I don't know how to
include it (so I can't load a particular layout using xorg.conf)
 
How can I proceed? Thanks in advance
