Turns out that only works if the host happens to be able to run binaries from
the target. I tested for an i486 target from an x86_64 host. coreutils actually
runs the built binaries in order to generate the man pages. The autoconf stuff
needs to be patched to stop it doing this. For this to work we need to rerun
all the autoconf stuff. And this makes a lot of use of new autoconf stuff.

So to make this work requires either a newer autoconf or a lot of macro
backporting.
